Quote from Fred Craddock out of his Luke Commentary for Teaching and Preaching:
No other writer in the New Testament approaches Luke’s frequency of reference to repentance. One should not be lulled by Jesus’ acceptance of all persons, inluding social and religious outcasts, into thinking that life in God’s reign is without any ethical expectations. Repentance is both a gift and a demand of the age ushered in by the presence and the teaching of Jesus.
